WhatsApp Business API pricing in UAE changed on 1 October 2026: marketing messages now cost 15.43% more, and “free” replies now have a monthly limit.

If you budgeted for WhatsApp last quarter, your numbers are probably off.

And WhatsApp is where your UAE customers are. In Q3 2023, it was the most used social platform in the country, with 85.8% of people aged 16 to 64 using it (DataReportal, We Are Social and Meltwater). So the cost is worth understanding.

This guide shows you what Meta charges in the UAE today. It also shows what your provider adds on top, and how to keep the total low.

Quick answer

Meta charges per delivered template message. In the UAE, from 1 October 2026, the list rates are:

  • Marketing: US$0.0576 (about AED 0.21)
  • Utility: US$0.0157 (about AED 0.058)
  • Authentication: US$0.0157 (about AED 0.058)
  • Service replies: free for the first 1,000 per number each month, then the utility rate

You also pay your provider’s platform fee. Meta itself charges no licence fee for the API.

How WhatsApp Business API Pricing Works in the UAE

Until mid-2025, Meta charged per 24-hour conversation. That model is gone.

Since 1 July 2025, Meta charges per message. You pay when a template message is delivered, not when you send it. Meta’s developer documentation states this directly.

Two things set your price:

  • The template category (marketing, utility or authentication).
  • The recipient’s country calling code. A UAE customer has +971, so UAE rates apply.

Your own location does not matter. A Dubai company messaging a customer in India pays the India rate. A company in London messaging a Dubai customer pays the UAE rate.

Your price depends on who receives the message, not where your business sits.

UAE rate card: WhatsApp API cost in Dubai and across the UAE (USD and AED)

These are Meta’s list rates for UAE recipients, effective 1 October 2026. Meta added AED as a billing currency in April 2026, so it also publishes an AED rate card. The AED column below is approximate. Confirm the exact figures on Meta’s AED card before you budget.

UAE marketing messages cost $0.0576 (about AED 0.21) each. That is nearly 3.7 times the $0.0157 utility rate.

Marketing is the most expensive type. It costs about 3.7 times more than utility.

What is authentication-international? It is a higher OTP rate that applies only in certain cases. Meta decides this with its own eligibility rules, such as where your business is based and where the recipient is. Meta gives notice before it starts charging this rate. Ask your provider to confirm before you launch OTP flows.

What changed: UAE marketing rose from $0.0499 to $0.0576 on 1 October 2026. That is a 15.43% increase. Meta’s pricing page also lists a UAE marketing increase on 1 October 2025. The trend is upward, so plan for it.

When Can Meta Change Prices Again?

Meta can only update pricing on the first day of a quarter: 1 January, 1 April, 1 July or 1 October. Rate card changes need at least one month of notice. The next possible date is 1 January 2027.

Always check Meta’s official pricing page before you lock a budget. Some blogs still show old rates.

What is free and what is not on the WhatsApp Business API

Messages from customers are free. Every template you send is charged, and service replies are free only for the first 1,000 per number each month. Free entry point windows are the main exception.

The service message change is the one most teams miss.

Before October, every reply inside the 24-hour window was free. Now each business phone number gets 1,000 free service messages per month. After that, each delivered reply costs the UAE utility rate.

Here is the catch for busy teams. If your team and bots send more than about 33 replies a day on one number, you pass 1,000 in a month. Every reply after that is billed.

The free 1,000 applies to each business phone number. A company with three numbers gets 1,000 free on each one, not 3,000 to share.

Also check your payment setup. Provider notices on Meta’s update say service message delivery can stop if a valid payment method is missing.

The Free Entry Point: Meta’s Best Discount

Say a customer taps a Click-to-WhatsApp ad on Facebook or Instagram. Or they tap a call-to-action button on your Facebook Page. Meta calls this a free entry point.

If you reply within 24 hours, every message to that customer is free for the next 72 hours. That includes templates.

This works when the customer uses the WhatsApp Android or iOS app. It does not apply to desktop or web.

The Message Types on the WhatsApp Business API, with UAE Examples

1. Marketing

Promotions, offers, new launches and cart reminders. A Dubai fashion store sending a Ramadan sale announcement sends marketing messages.

2. Utility

Messages about something the customer already did. Order confirmations, delivery updates, appointment reminders and payment receipts are utility messages.

3. Authentication

One-time passcodes for login or verification.

4. Service

Free-form replies that your team or a third-party AI bot sends inside the 24-hour window after a customer messages you. These were not charged until 30 September 2026. Now they use up your free 1,000 each month, and then they are billed.

5. Meta Business Agent

This is Meta’s own AI agent for business replies. Meta bills it per token, not per message. The rate is US$2.00 per 1 million tokens. Meta says a typical reply uses about 20,000 to 25,000 tokens, which is roughly 4 to 5 US cents per message. This billing started on 1 August 2026.

Watch your categories. Meta puts it plainly: when you use a template, you accept the charges for the category applied to it at that time. Review each approved template. A “reminder” that includes a discount may be treated as marketing, and then it costs 3.7 times more.

Volume Discounts: Who Gets Them

Meta offers lower rates as your monthly volume grows. But only on two types: utility and authentication. Marketing messages have no volume tiers.

How the tiers work, according to Meta:

  • Tiers are set per country and per category.
  • Messages count across all WhatsApp Business accounts in your business portfolio.
  • Only charged messages count towards a tier.
  • Tiers reset at the start of each month.

Service messages get no volume discount. Check your tier progress in the pricing analytics data Meta provides, or ask your provider to show it.

Provider Fees, Markup and VAT

Meta’s message fee is only part of your bill.

Most businesses connect through a Business Solution Provider (BSP). The formula is simple:

Total cost = Meta’s per-message fees + your provider’s platform fee (+ any markup) + VAT

What providers may charge on top of Meta:

  • A monthly platform fee. This pays for the inbox, CRM, broadcasts and chatbot tools.
  • Per-agent or per-seat fees on some plans.
  • A markup on Meta’s message rate. Some providers add none. Others add a percentage. Ask before you sign.
  • VAT. The UAE standard VAT rate is 5%. Check whether a quoted price includes it.

For reference, Wetarseel’s published plans start at $50 per month (about AED 184) for one phone number and up to 5 agents. The Scale plan is $100 per month (about AED 368) for one number and up to 7 agents. Message fees are charged on top, and prices exclude applicable taxes. See the full pricing page for what each plan includes.

Monthly Cost Examples For UAE Businesses (Meta Fees Only)

Numbers make this easier. These examples are illustrations, not quotes. They use the 1 October 2026 UAE rates from the table above.

Ten thousand UAE marketing messages cost about AED 2,115 in Meta fees. The same number of utility messages costs about AED 576.

Monthly WhatsApp API cost examples for UAE businesses (Meta fees only)
Business Monthly messages Meta fees (USD) Meta fees (AED)
Clinic in Abu Dhabi2,000 appointment reminders (utility)$31.40AED 115.20
Online store in Dubai5,000 marketing + 8,000 order updates (utility)$413.60about AED 1,518
Real estate agency10,000 marketing broadcasts$576.00AED 2,115.00
Support team on one number3,000 service replies (1,000 free, 2,000 billed)$31.40AED 115.20

These are illustrations, not quotes. Figures use Meta’s UAE rates effective 1 October 2026 and cover Meta fees only. Add your provider’s platform fee and VAT where it applies. Online store maths: 5,000 × $0.0576 + 8,000 × $0.0157 = $413.60.

How to Lower Your WhatsApp API Cost in the UAE

You cannot change Meta’s rates. You can change how you use them.

1. Use Utility Templates for Transactional Messages

Order, delivery and booking updates belong in utility. Keep promotions out of them. This keeps categories honest and costs low.

2. Send Fewer, Better-Targeted Marketing Messages

Every marketing message costs AED 0.21. A broadcast to 10,000 people who did not ask for it wastes money. Segment your list by interest, past purchase or location.

3. Build on Click-to-WhatsApp Ads

The 72-hour free window can cover your whole sales chat. One lead, many free messages.

4. Answer Fast Inside the 24-hour Window

Once a customer writes, you can send free-form messages. Resolving the issue in the window avoids paying for a new template later.

5. Automate Common Questions

A chatbot handles repeat questions like hours, prices and tracking. It also helps your team stay within the 1,000 free service messages. Our guide to the WhatsApp chatbot flow builder shows how to set this up.

6. Collect Clean Opt-ins

Meta’s policy requires customers to opt in before you message them. Clean lists mean fewer blocks and fewer wasted sends. UAE businesses also need to be careful with unsolicited calls. Our article on cold calling fines in the UAE explains why WhatsApp opt-in is a safer route.

7. Watch Meta’s Max-Price Option

Since 2026, businesses using the Marketing Messages API for WhatsApp can set a maximum price per marketing message. Meta then charges that price or lower. Ask your provider if they support it.

How to Compare WhatsApp API Providers in the UAE

Two quotes can look very different. Ask each provider these questions:

  • Do you charge a markup on Meta’s per-message rate? How much?
  • Is billing in AED or USD? Are there exchange fees?
  • What does the monthly fee include (agents, chatbot, broadcasts, CRM)?
  • Do prices include 5% VAT?
  • Can I see Meta’s charges on a separate line?
  • How long does approval take, and what documents do you need?

On documents: UAE approval usually needs a trade license, a company website and the owner’s Emirates ID. Our pillar guide covers the full approval process for the WhatsApp Business API in UAE, including the timeline for green tick verification.

WhatsApp Business API pricing in UAE is fair and predictable once you know the rules. Pay attention to three things: your message mix, your service reply volume, and your provider’s fees.

Marketing costs the most. Utility is cheap. Customer messages are free. Smart design keeps the bill small.
